How to combine multiple captures into one image?

Doesn't version 2024 allow you to merge the different partial captures of a document (marriage, for example) into one?

I thought it was possible, but the help doesn't say anything about it.
 
Yes, in version 2024 you can combine multiple captures into one image, but it's not always obvious how. First, make sure you save all your partial captures. Then open a photo editing tool like Snipping Tool (with the new update), Paint, or any free image editor. Paste or insert each capture side by side or one below the other, adjusting the size to fit. After arranging them as you want, save the final image as one complete file. This works well for documents like marriage certificates where you need everything in one view.

In my 2024 version, I can combine multiple screenshots into a single one, but how to make it clearer? For example, I want to combine my birth certificate and my ID to send via email, but I'm not sure how to arrange them properly and how much data is needed to do that.
